Organisation overview
Around 7 million people in the UK are not saving enough for their retirement. In 2012, people who do not currently have pension provision will be auto enrolled into a pension scheme by their employer (subject to earnings thresholds and caps). As a key part of pension reform, a new national, trust based, defined contribution scheme will be established (currently known as personal accounts). This will be the most radical change to our pension system for decades and the change will dramatically improve access to affordable, low cost pension savings. The personal accounts delivery authority, a new Non-Departmental Public Body, has been established to advise and assist the Secretary of State with setting up the personal accounts scheme. Paul Myners is chair of the delivery authority and Tim Jones is Chief Executive.
Departmental overview:
The Business Delivery function is comprised of four teams: Commercials and Procurement, IT, Implementation and Delivery and PMO. The Business Delivery Director is responsible at board level for the oversight of these fours teams. In total, the four teams make up approximately one third of the headcount of the personal accounts delivery authority. The teams are highly visible, accountable and essential to the delivery and success of the personal accounts scheme.
Job title and overview:
Business Manager
The business manager reports directly to and works closely with the Business Delivery Director and is responsible for providing strategic support to the business delivery director. The business manager has a central role ensuring the quality and efficiency of the directorate.
Role deliverables:
Day to day responsibilities for this role will include:
• Acting as a link between the team heads and the business delivery director, and highlighting any operational issues that need his attention or approval.
• Building relationships across the business delivery team, to ensure open and effective communication between the business delivery team and the business delivery director.
• Overseeing the budgets of the business delivery team and working with the team heads to look at ways to use these budgets in commercial and cost effective ways.
• Working with the team heads to ensure the deliverables are on time and assisting with remedial action when required. Highlighting any major issues to the business delivery director.
• Responsible for drafting submissions on behalf of the Business Delivery Director, to ensure timely permissions to allocate consultancy costs.
• Preparing high level summary and analysis of key budget issues for the Business Delivery Director and highlighting any potential overspend or additional spending requirements.
• Drafting operational documents and emails on behalf of and for approval by the business delivery director.
• Proving regular operational updates to the business delivery director and suggesting and taking ownership for changes where necessary to meet the needs of the project plan.
• Looking at best use of headcount and working with other areas within the organisation (e.g. HR, Finance and Procurement) to ensure this is delivered on.
• Responsible for checking the quality of any document(s) issued by the Business Delivery team, ensuring it is rigorous, complete and complies with corporate and programme mandated guidelines.
• Reviewing documents produced by other departments and producing a critical assessment for the Business Delivery Director.
Candidate requirements:
Experience required
The successful candidate is likely to have the following experience:
• Project management experience gained within financial services, large blue chip or consultancy environment
• Experience of working and influencing at senior management level
• Experience of managing budgets, projects and people (although there will be no direct reports to this role, the successful candidate will be expected to be able to manage people in an indirect way.)
• Previous experience within a similar role would be advantageous, but is not essential.
Education/qualification requirements
• Educated to degree level orequivalent.
• Prince 2 or equivalent project management qualification would be an advantage.
Personal attributes required
• Ability to absorb and analyse documents and information and communicate findings in a clear manner
• Ability to build successful working relationships across a diverse working culture
• Commitment and motivation to finish tasks
• Strong commercial acumen
• Intellectually rigorous approach to work.
